There might be a requirement by the state to fill an application. Or, the company might want to make sure certain questions are definitely answered, which they capture on the application, and you might not have in your resume. Your resume is able to expand on points that most applications don’t allow for. I use a leasing payroll company, and that company requires my new employees fill in their application, and many applicants have already sent me their resume.
