You will need to calculate the moment of inertia of the shaft you are turning so you can determine the required torque. You will get that after you determine the peak acceleration from the velocity profile or the position profile. For example, you say you want to complete the movement in 10 seconds. Do you want to spend half the time accelerating and half decelerating? Or do you want it to move one way quickly and the other direction slowly? Once you have acceleration, displacement, and moment of inertia you can size the motor for power.
