The electromagnetic waves are oscillations which propagate through free space. In electromagnetic waves the direction of electric field, magnetic field & propagation are mutually perpendicular. Hence electromagnetic waves are called as transverse wave. The polarization of a plane EM wave is simply the orientation of the electric field vector with respect to the surface (i.e. looking at the horizon)
