Early 18th century.... When steam engines still not invented people were using horses to do all d mechanical works...... So people know oly horses and their power like how many horsecarts can do... Meanwhile James watt who started work on steam engine....... People who doesn't know much of watt power of electrical.... Dey need an equivalent of horse power for watt.... Here is the James watt intrest of finding watt equivalent of HP...
