Sunlight and wind evaporate a lot of water from the sea into the sky. That water vapor rises with the wind in the sky. The concentration of water vapor at one time is in the air at that concentration. Due to the high density of air beneath the clouds, steam rises and floats away. Moisture or wet feeling of air is cloud. And the water vapor particles are much smaller. These tiny particles get bigger and bigger one by one. Then they start floating like clouds.
