answer:To answer your question, Yes the cable box needs to be on in order to record on your TV, since the cable box needs to decode the channels for you to view and record them. I would recommend getting the cable card from your provider, if you don’t watch Pay-per-view, etc. I have a Tivo HD with a Dual Stream Cable Card (dual tuner support, one cable card), and it works quite well on Comcast.
