can you add some rocks under this to let it drain better...............some new dirt, sand mulch or tree bark and mix it up but some staggered rocks and build around the rocks.  That's what I had to do down a slope at the bottom where water gathers and I planted flowers that need lots of sun & water.  I only watered once or twice when I planted them.  They were beautiful.  Then I just picked off the dead flowers.
