I am a lomographer. The beauty of lomo’s is that they do not cost a fortune and film is cheap. Start with a Holga It is super simple to use and it will start an addiction that can grow to be expensive. Don’t pay over $40 for a new Holga, ever.

Last Answer : Picasa won’t be able to do that for you. You’ll need a copy of either The Gimp (free alternative) or Photoshop to do something like that. Picasa is more for organizing and uploading photos, and although it does have some editing tools thrown in there, they won’t be able to do that.
