Why do I feel like the question has nothing to do with the details or that the details is what you really want to talk about and not in an open-minded way? Shouldn’t you be flexible when you ask about something on Fluther? What you’re talking about is NOT charity and has nothing to do with morals. It has to do with the fact that when something unfortunate happens to YOU and yours, there will be some sort of mechanism in place (albeit one with a weak infrastructure) to help you make it through until you either regain your health or job.
