answer:Theoretically or really? Theoretically, they should realize that they are going well below the speed limit and let you pass. So theoretically, it is his responsibility. Fat chance. These drivers are not going to acknowledge it is their duty to move over. So in reality, you as the faster driver, need to take that responsibility on yourself.
