I’m not sure, so I’ll be interested to see the answers. One option she might like to have WhatsApp on the phone if there are people she meets who she wants to stay in touch with. Most people I know in Europe and Latin America use WhatsApp. She could use WhatsApp with you also if Face Time doesn’t work. There is always Skype also. Since Face Time uses your phone number does it charge minutes to the phone number if you are out of country?
