How to get rid of limescale in the bathroom?

We have a nasty whitish deposit around the batteries. First of all - how to remove it? Some lemons are said to be taking over. And secondly - is it possible to arrange for it not to arise? Is there anything to soften the water? This was recommended to me by a friend http://www.zmekceni-vody.cz/ but will it work for two hundred?
