I want to have a PC built and they ask me what system I want to load there. What's the latest? Win 7?

than win 7 is a long newer win 8 or actually win 8.1 but I have the impression that they are really necessary for touch monitors or in case you use a PC and massively a tablet or mobile phone under win phone 8.1 but I'm old can instead of old xp i tejko on old computers installed linux mint 16, actually now 17 and I must say that good
