Answer :

This is a special manifesto. Through this the exporter declares which country the manufactured goods are made of. The effect letter has to be attested by the local merchant council. This proves that the product is not banned in the importing country. Many times different tariffs are levied for different countries. The customs authority can easily impose duty on the goods by making sure about the country of origin from the effect letter.
