Bindusara did  not conquer the friendly Tamil kingdoms of the Cholas, ruled by King Ilamcetcenni, the Pandyas, and Cheras. Apart from these southern states, Kalinga (modern Odisha) was the only kingdom in India that did  not form  part of Bindusara's  empire.
