Fair is not part of the equation. The market situation is what matters. Complexes like that offer move-in incentives. Once people are in, inertia makes them reluctant to move out, which is why they do not offer the same incentives to tenants renewing. In our market the vacancy rate is very high. There are incredibly good move-in specials everywhere. In that case, I would definitely ask for a break because to keep the unit occupied has a dollar value to the complex. Besides, what have you got to lose by negotiating?
