You have to contact AT&T. Most likely the state manager. Then you’d have to apply as a third party dealer. or…. Ebay. Either way, you are not going to receive a discount. The amount of money that AT&T makes on Apple phones has got to be super small. They make their money on the contracts, not on the phones.
