It seems so logical to me that a comfortable temperature would be the same year-round and that both heating and air conditioning should try to maintain that temperature without overcompensating. Even granted that different temperatures feel optimal to different people, I think those aggressively refrigerated environments are beyond the limit, especially if you are going to walk into a solid wall of heat when you step outside. I think about all you can do is ask the server or manager if the frosty air could be dialed back a little bit—or at least not seat you directly beneath a blower or vent.
