answer:I usually think they’re just having fun with their hair, and why shouldn’t they? There’s a long, long history behind that, across many cultures. I don’t see any harm in it. Sometimes (depending on other things about the person’s appearance), it seems like more of an expression of attitude. If the attitude is really negative, belligerent, and confrontational, I take it as a warning and avoid interaction with them.
