Sounds like the inlet may be clogged with leaves or other debris. The air vent for the A/C and heater is just in front of the windshield. The cooler air you get when recirculation is “off” is because the heater/A/C unit that is under the dash is cooler than the area in front of the windshield, where you get the warmer fresh air (possibly partially heated by engine heat or sun on hood) when recirculation button is “off.”.
