The Roman Empire was one of the most flexible and effective systems in the history of the world. It was diverse enough to change from one form to another. If it was required of the empire, the empire would probably split into many parts, even go back to the Republic. The empire was very resilient, and the empire's power was strong enough to withstand any assault. However, with the continued incompetence and stupidity from the emperors, a republican system would probably be the most effective way. These continuations of incompetence were only stabilized by one or two emperors, then sent back to the dogs.
