The word Democracy comes from the Greek words meaning People Power. It is intended that the citizens exercise power, and this in fact occurred in the Greek city-states where the citizens met regularly and made all the decisions which were implemented by the Council This differs from today's Representative Democracy where the citizens elect representatives to a parliament, and have no guarantee that the parliamentarians will implement what the citizens want.
