Generally tires need to be replaced when their tread is one-sixteenth inches deep, or before that if necessary due to damage. Some tires have white bands that, when they become visible, let you know that it's time to change the tire. Even a tiny bit of yellowing or caking on the rims means that the time is coming up for them to be replaced. A cracked or seriously damaged rim needs to be changed for safety reasons.
