Depends on the kind of bicycle.for full-sized bicycles intended for seated pedaling, the saddle should be (close to) horizontal and high enough so that your leg is nearly straight when butt is in saddle and pedal is at its lowest.Saddle height should NOT be set by distance to ground.Fore-aft adjustment is trickier.
