Each Greek city-state had to focus on military skills tosurvive. But Sparta had taken over the southern PeloponnesianPeninsula and turned the peoples into serfs who delivered halftheir produce to Sparta, and so the Spartans could turn theiractivities from producing food themselves, towards keeping theserfs under control and defending against external threats.
