Legislatively, there is nothing to prevent this, and, interestingly, the law does not even deal with the cultivation of tobacco for own use (!!!): The handling of tobacco products is governed by the valid Act No. 353/2003 Coll. of 26.9.2003 on excise duties, Act No. 110/1997 Coll. on Food and Tobacco Products and on Amendments to Certain Related Acts and Decree No. 344/2003 Coll., which lays down requirements for tobacco products. In particular, the above-mentioned laws and decree stipulate the conditions under which tobacco products may be sold, stored or imported (exported), specify exactly what a tobacco product is and what taxation applies to it. Pursuant to § 101 of Act No. 353/2003 Coll. And § 1 of Decree No. 344/2003 Coll. is not a tobacco product or tobacco seed, nor the plant itself, but the most dried tobacco leaves and products from it (cut tobacco, tobacco waste, cigarettes, cigars, etc.) The complete wording of the law and the decree can be found at the links below. The tobacco that you grow at home and process for your own use is not covered at all by our laws (as well as EU directives and regulations), so you don't have to worry about getting into trouble.
