The floor covering is as cold as its base. If there is another apartment (heated space) under the floor, it is warm. If the cold cellar (garage ... - unheated space) is not warm. Lino (whether linoleum or PVC or vinyl) is exactly the same. Both of these coverings are thin, so they do not form thermal insulation.
