Connecting laptop and soundbar via bluetooth

Hi, I have a problem how to output sound from laptop to soundbar via bluetooth. It worked for me for a while using the IVT BlueSoeil 10 program. But somehow I don't want to believe that a laptop with win10 can't connect to the soundbar on its own when it comes to some stupid smartphone. I was able to find the soundbar in win10, but how do I redirect the sound to it? Does anyone know how to do this? Any other solutions? Thanks.
