Political Demands: (i) The Congress asked for the expansion of the Legislative Councils created by the act of 1861 and make them representatives by including some members elected by local bodies, chambers of commerce, universities etc. (ii) They demanded that all legislative measures and all financial questions, including budgets, should be submitted to these councils. (iii) Abolition of the Indian Council. (iv) Complete separation of executive and judicial functions. (v) They laid stress on ‘Colonial form of self-Government’, which was prevalent in the dominions of Canada and Australia.
