'(i) This Act had been passed through the Imperial Legislative Council despite the opposition of Indian members. (ii) It gave the government enormous powers to repress political activities, and allowed imprisonment of leaders without trial for two years. (iii) Mahatma Gandhi was emboldened with the success in Champaran Satyagraha, Kheda Satyagraha and Ahmedabad Mills Satyagraha. He wanted non-violent civil disobedience against such unjust laws.
