The reasons why some countries of the world have a high Human Development Index are: (a) Pattern of government expenditure on the social sector, that is, how much is being spent on the welfare of the people in the society than on defence sector. Mostly these countries represent the industrialised western world. (b) Political environment of the country, that is, the stability of the government or the form of government, freedom of the people,rights of the people including the right to vote, Equitable distribution of resources among the people. (c) Many of these countries have been the former imperial powers. The degree of social diversity in these countries is not very high. Providing education and healthcare is an important government priority.
