Answer :

You can try but it will be tricky.  There is a large risk of breaking the stem or part of the root structure.  Can you live with leaving it where is for the rest of this season and planting it in a better spot next year?  You didn't say if it was an annual or tender-perennial dahlia so I assumed the latter.
