Answer :

When you pull your plants out.  Do a test on your soil and amend it.....we add leaves, egg shells, grass clippings, hay, mulch, straw old horse manure & lime and use a cultivator and turn it in. rake it flat and then cover it with that black cover to stop weeds.  We make the cuts when we are going to plant.
