When is the best time to trim a Birch Tree that is very overgrown?

Fall to late fall after the leaves have dropped off.....Only take 1/3 off each branch.  I just found another site and you also can trim early spring..............those branches over your home are dangerous and they can clog your downspouts or drop branches in your driveway on vehices.
