when is it the best time to cutback daylilies

It depends on where you are and what kind of daylilies you have.  the deciduous ones will die back completely and then you can clean up all the dead foliage.  Semi evergreen will have some dieback to clean up.  Evergreen will stay green all year long. I'm in Northern California and some re-blooming daylilies are just putting on their second bloom.  No one would think to cut them down.
