Sometimes the consumer is the one who benefits, because paying low ... help owners who want to pay more to their employees, but can't with the lower minimums.

Last Answer : Considering that they are given an allotment of benefits per month, I’m not sure that it matters. If they buy expensive, prepared foods and use up their stamps, they are the ones that will be going hungry.
