Answer :

In the common parlance, oppression is done by an external authority and repression is done by your own brain. The results may feel alike...and many dictionaries have similar definitions...but I would say,"Iran has an oppresssive gov't" and "I behave in repressed manner, due to genes, childhood, barometric pressure, whatever."
