Because people ar too scared that it will be targeted again. No one would rent in it. or should I say not enough. Also, the cost to build it is way too much for today’s economy to handle. Sort of like the Panama Canal. You will never see such a construction project again. The safety issues and liability alone would create too much cost over run.
