I found the same thing you were asking for, but 4” larger, and only 22 bucks more here. This one has a response time of 5ms, and is a refurb sadly. The first is what I would go for. An extra 4” for only 22 dollars over your budget. But I understand how once you set a budget, it is something you like to stick to. But I hope this helped. :)
