Any server can be set up as a proxy server with the right tweaking and tools, and there are a bunch of free ones out there. Just search google for “free proxy server”. They’ll let you browse the web anonymously. To websites you go to it’ll look like all requests are being made by the proxy – your IP and identity won’t be involved because the proxy is making requests on your behalf. Unfortunately there’s no way that I know of to discover the real identity of a person hiding behind a proxy, but the FBI (probably) does it all the time, so it’s definitely possible. Sorry I’m not much help!
