On February 17, 1864, the Confederate Conscription Act waspassed in order to raise more troops for the Southern armies. Theages of conscripts was expanded to allow for able bodied menbetween ages 17 to 50. The act also sought to give the centralgovernment in Richmond more powers in drafting new soldiers thatpreviously had been left to the individual states.
