It sounds like i could be either Lady Gaga ( She dances alot with spandex and minimal clothing in her music videos), or it could be madonna who also uses spandex alot. 'madonna usually wears red spandex though so im not 100% sure it could be her who danced in the video. Try look around on youtube on some popular music videos and you will probable find it. :)
