What is more appropriate to fill the gap by the pool?

I need to fill the gap around the pool between its edge and the tiles, it is a joint 2-3 cm wide 1.5-2.5 cm deep (see photo). The existing cement filling crumbled after the first winter. Answer :

I personally would not recommend either. It needs to be filled with something flexible, for reasons of dilatation. I'm worried that both options will crack again after the winter, if the frosts come. Personally, I would fill it out with the help of Mirelon,, Damtec, Arbiton, or something like that. The problem is probably in the construction of the surroundings shrinks and expands differently than the pool.
