A bureaucracy is a system of government in which permanent government officials conduct all the activities of the government through division of responsibilities. Bureaucrats are not public representatives or elected by popular vote. As a result, even if the political government changes, the bureaucrats do not lose their posts. Due to this character, the continuity of the government in the bureaucracy is automatically preserved. The bureaucrats are the part of the government who are unelected. Bureaucrats are also labeled as policy makers.
