From the beginning of his reign, Charles II had felt itnecessary, to regulate colonial trade. To create economic unitywithin the empire, he reenacted a law that excluded foreign vesselsfrom trading with English colonies.This sort of regulation is called a navigation act. It wasdesigned to make the colonies and parent country dependent on eachother, without foreign interference.
