It is difficult to make changes in power-sharing arrangement between the Union government and the State government. The Parliament alone cannot make the changes. Any proposal has to be first approved by both houses of the Parliament, the Rajya Sabha and the Lok Sabha. Any decision has to be approved by at least two-thirds of the majority. Then the proposed change has to be approved by the legislatures of at least half of the total states.
