Answer :

I try not to let chives bloom.  Pinch or cut off the blossom and water well.  It is pretty hard to kill a well established chive.  If the soil is "tired" you might try adding egg shells to your watering can to fertilize.  Cutting back your plant should not be a problem and yes it will likely benefit from a trimming.  You'll see new growth within a few days.  Hope this helps
