On a very cool day in late fall, dig around them with an oval style shovel when the ground is damp...after a storm is a good time.......have the other hole ready and just move them over.  Chives can take over a garden.  I like to put them in big containers with holes in the bottom and tilt them slightly what the excess water runs out.
