When do I cut the stalks of bloomed agapathus (blue lily of Africa) down after blooming or when the are complete brown

Answer :

You can remove them when they are still green or when they have turned brown.  You can take the green ones and tie them together and hang them upside down in the garage and when they are dried out use them in holiday wreaths!  You can even spray paint them or dunk them in glitter to use in a wreath or swag.
