I live in southeast WA state want to transplant my rose bush after few frosts, is it safe?

Answer :

Since you can buy roses bare root in the winter and plant them right away  it seems logicall that you could transplant it now.   Make sured to dig out a wide root ball and have the new hole ready for the plant.  Plant it at the same level it is currently at and water it in well so it settles.  then check the level of the plant and make sure it is not too deep.
